摘要：20世紀90年代以來，隨著世界經(jīng)濟結(jié)構(gòu)的不斷調(diào)整和全球服務(wù)業(yè)的發(fā)展，尤其是1994年《服務(wù)貿(mào)易總協(xié)定》(GATS)的簽署，使服務(wù)貿(mào)易在國際貿(mào)易中的地位得以迅速提高。雖然目前國際貿(mào)易的格局還是以貨物貿(mào)易為主，服務(wù)貿(mào)易為輔的狀態(tài)，但全球經(jīng)濟競爭的重點正從貨物貿(mào)易轉(zhuǎn)向服務(wù)貿(mào)易，服務(wù)業(yè)與服務(wù)貿(mào)易的發(fā)展水平已成為衡量一個國家現(xiàn)代化水平的重要標志之一。常熟市位于江蘇東南部，是中國綜合實力的強縣級市之一；是中國縣域經(jīng)濟、文化、金融、商貿(mào)、會展和航運中心的前列；是中國“區(qū)域經(jīng)濟強縣統(tǒng)籌發(fā)展組團”成員。2010年人均GDP突破2萬美元，人均經(jīng)濟成功超越歐盟創(chuàng)始國葡萄牙。本文通過對常熟發(fā)展國際服務(wù)貿(mào)易的相關(guān)問題進行了研究，試圖結(jié)合常熟的具體情況，分析常熟服務(wù)業(yè)與服務(wù)貿(mào)易的發(fā)展現(xiàn)狀、優(yōu)勢及存在的問題，并試探性地提出了發(fā)展常熟國際服務(wù)貿(mào)易的對策建議。這對常熟加快發(fā)展服務(wù)貿(mào)易，早日實現(xiàn)貿(mào)易和經(jīng)濟增長方式的轉(zhuǎn)變，都具有十分重要的現(xiàn)實意義。

Abstract: Since the 1990s, the world economic structure has increasingly adjusted and global services have developed. Especially when General Agreement for Trade Service (GATS) was signed in 1994, the service trade has increased rapidly in international trade. At present, the international trade pattern is mainly in the form of goods trade with a supplement of service trade. However, the focus of global economic competition is shifting from goods trade to service trade. The development level of service industry and service trade has become one of the important signs to measure a nation's modernization level. ChangShu City is located in the southeast of Jiangsu and one of China's comprehensive strength county-level cities. It is at the top of economy, culture, finance, business and trade, exhibition and shipping center. It is one of the members of developing groups of regional and economic counties in China. In 2010, per capita GDP surpassed 20 thousand dollars and per capita economy succeeded in overtaking the Founder of European Union, Portugal. [1] This article studies the related problems of international service trade in ChangShu, tries to combine specific circumstance of Changshu, analyzes the development status, advantages and existing problems, and tries to put forward solutions to develop international service trade in ChangShu, which will be of great significance for development of international trade and the early achievement of trade and the transformation of economic growth pattern.
