摘要：目前居民消費需求不足，特別是農村消費需求不足是制約我國經濟發(fā)展的重要因素之一，而農村社會保障體制改革滯后是擴大農民消費需求增長的一個很大障礙。由于農村社會保障建設的滯后，農民的養(yǎng)老，醫(yī)療等負擔較重，制約了農民的消費需求。所以建立健全的社會保障制度是增加農民收入的必要條件。完善農村社會保障體系，是增加農民消費需求的必要性，從社會保障制度的不完善，保障覆蓋率低，資金籌措機制不健全，管理資源缺乏等發(fā)面對農村社會保障體系建設中存在的問題進行了分析，并對不健全的社會保障制度提出對策，從而提高農村居民的消費需求。

Abstract : The current resident consumption demand is insufficient, especially the rural consumption demand inadequacy is to restrict our country economy development one of the important factors, and the rural social security system reform lag is to enlarge a farmer to consume demand growth is an obstacle. Due to the construction of the rural social security lag, farmer pension, medical and other heavier burden, restricted a farmer to consume demand. So the establishment of a sound social security system is the requirement that raise farmer income. Perfecting the rural social security system, it is to increase farmer consumption demand necessity, from the social security system is not perfect, coverage rate is low, the fund raising mechanism is not perfect, the lack of management resources etc in the construction of rural social security system in the existing problems are analyzed, and the imperfect social security system and put forward the countermeasure, in order to improve the consumption demand of rural residents.
