農民工市民化的困境及對策分析

——以南京新型城鎮化建設為例

摘要：隨著我國現代化進程的不斷推進，農民工市民化已成為現階段我國加速城市化和產業結構變化的必然過程，也是一種極其深刻的制度變遷。國務院總理李克強在今年“兩會”的政府工作報告中表示，要加快農業轉移人口市民化，深化戶籍制度改革，放寬城鎮落戶條件，建立健全“人地錢”掛鉤政策。而如何盡快落實“人地錢”政策，讓那些已經在城市長期就業和居住的農民工及其家庭成員真正融入所在城市，平等地享有現有城市市民享有的公共服務和政治權利，切實提高他們的社會地位，不僅要讓他們“進得來”，更要讓他們“住得下”和“活得好”，本文以南京新型城鎮化建設為例，緊密結合新型城鎮化建設的內在要求，從政府、社會及農民工自身等方面入手，全方位探尋破解農民工市民化的路徑選擇。

Abstract：With the advancement of China's modernization process, urbanization of rural migrant workers has become the present stage of accelerated urbanization and industrial structure change in our process, is also a kind of extremely profound institutional change.
