摘要:公共危機事件是指在社會運行過程中,由于自然災害、社會運行機制失靈而引發的,可能危及公共安全和正常秩序的危機事件。在我國傳媒事業的高速發展的今天,面對公共危機事件,輿論引導的作用顯得至關重要。本文以江蘇響水萬人出逃事件作為研究對象,分析當地政府及相關部門在這一危機事件前后的輿論引導方面存在的公信力低下、應急反應滯后、消極應對媒體、敷衍善后混淆視聽等問題,并提出了加強政府信息透明化程度、健全應急信息發布體系、積極尋求與媒體合作、轉變善后工作重心等改良建議,為政府部門在因對公共危機事件時能夠積極、有效地進行輿論引導,以消解危機、緩和矛盾、挽回損失、穩定局面,提供了一些建設性的意見。 關鍵詞:公共危機事件;輿論引導;政府公信力;信息發布
ABSTRACT:Public crisis event is in the social movement process, due to natural disasters, social operating mechanisms triggered by failure, may endanger the public safety crisis and the normal order of event. In the rapid development of China's media industry today, the face of public crisis, the role of guiding public opinion is critical. This exodus of the escaping event in Xiangshui, Jiangsu as study object, the local government and relevant departments in this crisis there to guide public opinion before and after the low credibility, emergency response lag, the negative response to the media, and other issues to confuse the aftermath perfunctory.
