摘要：利用Radial Tchebichef矩的相位特征提取相應的旋轉不變量，用圖像檢索來驗證它的性能。和復數矩相比較。離散矩比連續矩能更好的表現圖像的特征，因此我們想把Radial Tchebichef矩的相位信息考慮進來，構造一個新的相位+幅度旋轉不變量，同時考慮它的縮放不變量，并測試它在重建，圖像檢索方面的表現能力。

Abstract：The use of Radial Tchebichef moment phase feature extraction corresponding rotation invariants, used to verify the performance of image retrieval. And complex moments is compared. Discrete moment can better reflect the image feature than the continuous torque. So we want to bring Radial Tchebichef moment Phase information into consideration to construct a new phase and rotation invariants, taking its scaling invariants. And test it in reconstruction, image retrieval performance ability.
