摘要: 隨著我國(guó)城市化建設(shè)的不斷深入，大量的農(nóng)民進(jìn)城務(wù)工，進(jìn)而造成了我國(guó)大部分農(nóng)村出現(xiàn)只有老人和孩子在家中耕地，甚至土地荒蕪無人耕種。于是有些地方為了為了合理利用土地，采取了積極促進(jìn)土地使用權(quán)的流轉(zhuǎn)，通過土地“轉(zhuǎn)租倒包”的方式承包給一些種植、養(yǎng)殖大戶和當(dāng)?shù)氐囊恍┢髽I(yè)。這一問題受到了國(guó)內(nèi)學(xué)者和國(guó)家政府的高度重視。我國(guó)的許多地方都出現(xiàn)了土地集中化的現(xiàn)象，這也是很正常的。我國(guó)正在加速發(fā)展階段。外國(guó)以前也出現(xiàn)過類似的情況，他們也都很好的處理了這些問題。我們應(yīng)當(dāng)借鑒他們的一些好的經(jīng)驗(yàn)來應(yīng)對(duì)我國(guó)目前出現(xiàn)的問題。在處理的時(shí)候還應(yīng)當(dāng)注意到以人為本，為農(nóng)民爭(zhēng)取最大利益。
