摘要:黨中央國(guó)務(wù)院把農(nóng)村的財(cái)務(wù)工作當(dāng)作一項(xiàng)重要工作來(lái)抓，使得農(nóng)村的經(jīng)濟(jì)全面發(fā)展以及村級(jí)集體經(jīng)濟(jì)不斷壯大已經(jīng)成為不爭(zhēng)的事實(shí)，這是令人既欣喜又擔(dān)憂的一件事。欣喜的是農(nóng)民可以過(guò)上好日子，但是由于制度不健全，很多地方的財(cái)務(wù)出現(xiàn)了管理混亂的現(xiàn)象，阻礙了農(nóng)村的正常、健康發(fā)展。眾所周知村級(jí)財(cái)務(wù)是事關(guān)我國(guó)7億農(nóng)村人口的基礎(chǔ)工作，是農(nóng)村工作的重中之中，又是農(nóng)村人口反映最強(qiáng)烈的問(wèn)題。村級(jí)財(cái)務(wù)事關(guān)集體經(jīng)濟(jì)的壯大和農(nóng)民個(gè)人的切身利益，正因如此，它可能會(huì)影響到群眾與政府基層、黨層的關(guān)系，影響到農(nóng)村的安定與團(tuán)結(jié)，影響到構(gòu)建社會(huì)主義和諧社會(huì)的前進(jìn)的步伐。還有，農(nóng)村財(cái)務(wù)管理不僅僅是有關(guān)經(jīng)濟(jì)的工作，更是關(guān)系到嚴(yán)肅的政治工作，是農(nóng)村基層組織、思想、政治的迫切需要。所以，必須加強(qiáng)組織的領(lǐng)導(dǎo)能力，積極推動(dòng)村級(jí)財(cái)務(wù)工作的規(guī)范化，作為建設(shè)社會(huì)主義新農(nóng)村的重點(diǎn)工作。農(nóng)村財(cái)務(wù)工作是農(nóng)村基層管理最基礎(chǔ)的工作，是廣大農(nóng)民群眾歷來(lái)最關(guān)心的熱點(diǎn)，是農(nóng)村集體經(jīng)濟(jì)管理的重要問(wèn)題，同時(shí)也是開(kāi)展農(nóng)村工作最棘手的問(wèn)題。本文從當(dāng)?shù)乇容^有代表性一個(gè)村作為出發(fā)點(diǎn)，首先著手找出該村存在的主要財(cái)務(wù)問(wèn)題、該村農(nóng)民比較關(guān)心的財(cái)務(wù)問(wèn)題、比較有爭(zhēng)議性的財(cái)務(wù)問(wèn)題以及近年來(lái)該村積攢的財(cái)務(wù)弊端，以具體的事實(shí)加上理論知識(shí)，分析存在的難題，幫助該村財(cái)務(wù)人員提出妥善的解決辦法和完善的對(duì)策，來(lái)加強(qiáng)村級(jí)財(cái)務(wù)管理工作，愿能給其它村級(jí)財(cái)務(wù)管理工作有所借鑒和幫助。

Village class finance affairs related to the strength of collective economy and farmer personal interest, because of this, it may affect the public and government, the party layer relationship, affect rural stability and unity, affected the construction of socialism harmonious society the pace of progress. Also, rural financial management is not just about economic work, especially in relation to serious political work, is the organization of rural basic level, political thought, urgent need. Therefore, we must strengthen the organizational leadership, and actively promote the work of standardization of village class finance affairs, building a new socialist countryside as the focus of the work of. Rural financial work is the basic work of the rural grass-roots management, is the broad masses of peasants have always been the most concerned about hot spots, is the important problem of rural collective economic management, but also the most difficult problem in rural work.
