摘要：我國社會(huì)目前正處于前所未有的全方位轉(zhuǎn)型期，各方面深刻變化對(duì)公民的政治參與產(chǎn)生了深刻影響，針對(duì)目前政治參與的復(fù)雜性、特殊性現(xiàn)狀，擴(kuò)大公民有序的政治參與已成為我國政治文明建設(shè)必須面對(duì)的一個(gè)重要的理論與實(shí)踐課題。黨的十七大報(bào)告提出加強(qiáng)公民意識(shí)教育，這為擴(kuò)大政治參與指出了一條非制度化路徑。公民意識(shí)教育是政治參與的基礎(chǔ)、動(dòng)力與有力保障，也推動(dòng)了參與行為向公共領(lǐng)域拓展，并為制度化設(shè)計(jì)孕育土壤。但我國當(dāng)前公民意識(shí)缺失現(xiàn)象明顯，幾乎未開展過完整的公民意識(shí)教育，因而，公民意識(shí)教育已刻不容緩，培育公民社會(huì)，革新教育機(jī)制，轉(zhuǎn)變教育方式，優(yōu)化外部環(huán)境，加強(qiáng)并發(fā)揮其與公民政治參與的良性互動(dòng)，是今后一段時(shí)間內(nèi)需要著力做的工作。

Abstract：Our society is currently in unprecedented all-round transformation,and various aspects of the profound changes produce a penetrative impact on the political participation of citizens.Aiming at the complexity and peculiarty of the policical participation of the status quo,to expand the orderly citizen participation in political affairs has become an inevitably improtant theoretical and practical issue in China’s political civilization construction.Report of the Party’s seventeenth national congress proposed that strengthening civic consciousness education,pointing out a non-institutional path for expanding political participation.Citizenship education is the basis of political paticipation ,motivity and powerful safeguard,also promoted the expansion of participation in the acts of the public sphere.Besides,it nurture the soil for institutional design.However,the phenomenon of the current lack of citizenship was obvious,almost not conducting complete citizenship education. Thus,citizenship education is urgent.Fosting civil society,innovating education mechanism,promoting political socialization, changing educationmode, optimizing external environment,strengthening and playing it with positive interaction of citizen’s political participation should be an implementary job for a long time.

　　　有思想的公民是參與政治的主體，離開參與主體的自覺和理性，有序政治參與的擴(kuò)大將會(huì)成為無源之水，無從談起。公民意識(shí)是公民自主理性政治參與的助推器，政治參與的有序擴(kuò)大只有在公民意識(shí)的普遍覺醒下才有可能實(shí)現(xiàn)。大力加強(qiáng)非制度性的公民意識(shí)的教育，總的來說應(yīng)當(dāng)是擴(kuò)大有序政治參與所必須堅(jiān)持的關(guān)鍵路徑。對(duì)于處于社會(huì)轉(zhuǎn)型期的中國而言，這既是當(dāng)下針對(duì)問題，擴(kuò)大有序政治參與的突破口和著力點(diǎn)，更應(yīng)該是今后一段時(shí)間內(nèi)長期堅(jiān)持并落實(shí)到位的重要工作。
