摘要:本文詳細(xì)介紹了在某造船有限公司船臺(tái)改造、船體生產(chǎn)線(xiàn)改造、造船設(shè)施綜合改造項(xiàng)目過(guò)程中的環(huán)境影響評(píng)價(jià)，在了解項(xiàng)目概況，調(diào)查環(huán)境現(xiàn)狀的前提下，對(duì)其可能對(duì)環(huán)境造成的影響進(jìn)行分析，預(yù)測(cè)和評(píng)價(jià)，對(duì)環(huán)境影響的經(jīng)濟(jì)損益進(jìn)行分析，從而得出環(huán)境影響評(píng)價(jià)結(jié)論。

　　　環(huán)境影響評(píng)價(jià)是一項(xiàng)技術(shù)，也是正確認(rèn)識(shí)經(jīng)濟(jì)發(fā)展、社會(huì)發(fā)展和環(huán)境發(fā)展之間相互關(guān)系的科學(xué)方法，是正確處理經(jīng)濟(jì)發(fā)展使之符合國(guó)家總體利益和長(zhǎng)遠(yuǎn)利益，強(qiáng)化環(huán)境管理的有效手段，對(duì)確定經(jīng)濟(jì)發(fā)展方向和保護(hù)環(huán)境等一系列重大決策上都有重要的指導(dǎo)作用。環(huán)境影響評(píng)價(jià)是對(duì)一個(gè)地區(qū)的自然條件、資源條件、環(huán)境質(zhì)量條件和社會(huì)經(jīng)濟(jì)發(fā)展現(xiàn)狀進(jìn)行綜合分析研究過(guò)程，它是根據(jù)一個(gè)地區(qū)的環(huán)境、社會(huì)、資源的綜合能力，使人類(lèi)活動(dòng)不利于環(huán)境的影響限制到最小。

　　　本文分別從大氣，水，噪聲，固體廢棄物等不同角度入手，以國(guó)家有關(guān)法規(guī)以及導(dǎo)則為依據(jù)，以某船廠(chǎng)各項(xiàng)實(shí)際數(shù)據(jù)為基礎(chǔ)，逐項(xiàng)進(jìn)行環(huán)境影響的分析，預(yù)測(cè)和評(píng)價(jià)。結(jié)論為某造船有限公司項(xiàng)目符合產(chǎn)業(yè)政策的要求，生產(chǎn)過(guò)程中采用了較為清潔的生產(chǎn)工藝，采用的污染防治措施技術(shù)經(jīng)濟(jì)可行，能保證各種污染物穩(wěn)定達(dá)標(biāo)排放，污染物排放總量能在區(qū)域內(nèi)平衡，且排放的污染物對(duì)周?chē)h(huán)境影響較小，從環(huán)保角度論證該項(xiàng)目建設(shè)可行。
