摘要：政府誠信是指以政府及政府行政人員為主體的誠信，指政府在行政活動中必須履行其對人民大眾承諾過的責任。政府誠信在整個社會誠信體系中起著基礎和核心的作用，對整個社會誠信體系的構建具有重要的示范效應和推動作用。改革開放以來，政府的誠信建設在總體的發展趨勢上是良好的，但是不可忽略的是某些地方政府誠信存在著形象嚴重受損，存在官僚主義、形式主義、地方保護主義等讓政府形象受損的不公平現象。加強政府誠信建設要從制度入手，同時要加強政府人員的誠信道德教育。

Abstract:Government credit refers to that government should live up to the responsibilities it has promised to the people during public administration, with the executive authorities of the government being its main body. Government credit is the foundation and core of the whole society’s credit system. It can be an important motivation and give a demonstration effect on the construction of the whole society’s credit system. Since the reform and opening up, the development trend of the government credit construction are basically sound. However, there still exists some unequal phenomenon, such as formalism, bureaucratism, and local protectionism. In order to perfect the government credit, its related system should be improved, enhancing the education on government personnel about the morality and honesty.
