摘要

顯而易見，當(dāng)下經(jīng)濟(jì)和環(huán)境的表現(xiàn)是緊密地且相互封閉的。自然環(huán)境在支持經(jīng)濟(jì)活動中發(fā)揮著重要的作用。自然環(huán)境提供經(jīng)濟(jì)活動中所需要的資源和生產(chǎn)產(chǎn)品中所需的水、木材和礦物等原料服務(wù)；以及通過固碳、水的生態(tài)系統(tǒng)提供的服務(wù)凈化，管理洪水風(fēng)險(xiǎn)，和養(yǎng)分循環(huán)。自然資源，對經(jīng)濟(jì)增長與發(fā)展起著至關(guān)重要的作用，貫穿整個(gè)人類歷史，更是造福子孫后代。經(jīng)濟(jì)增長也為發(fā)展中國家提供改善本國公民生活質(zhì)量的機(jī)會，并達(dá)到他們所面臨的環(huán)境挑戰(zhàn)的平衡點(diǎn)。投資，援助和進(jìn)口來自先進(jìn)經(jīng)濟(jì)體的需求在支持世界經(jīng)濟(jì)增長和發(fā)展中起重要作用。本文主要的目的是突出的自然環(huán)境中的作用，支持和貢獻(xiàn)經(jīng)濟(jì)增長。環(huán)境政策的作用，是指實(shí)現(xiàn)改善環(huán)境成果與經(jīng)濟(jì)發(fā)展的長期健康和穩(wěn)定相兼容的方式，它不嘗試回答經(jīng)濟(jì)增長的可持續(xù)發(fā)展水平可能會有什么問題，只是對證據(jù)進(jìn)行審查和證明提出了一種方法，以確保環(huán)境可持續(xù)的經(jīng)濟(jì)增長。不僅是在當(dāng)前，更是未來世代。

Evaluating the Developed Countries Policy Making Toward Environmental Cases

Abstract

Today, Economic and environmental performance are tightly closed to each other. The natural environment plays an important role in supporting economic activity; directly, by providing resources and raw materials such as water,  timber and minerals that  are required  as inputs for the production of goods and services; and indirectly, through services provided by ecosystems including carbon sequestration, water purification, managing flood risks, and nutrient cycling. Natural resources are, therefore, vital for securing economic growth and development, not just today but for future generations. Economic growth has also provided developing countries the opportunity to improve the quality of life of their citizens, and to balance the environmental challenges they face. Investment, aid and demand for imports from advanced economies all have an important role in supporting economic growth and development through the world. The main objective of this paper is to highlight the role of the natural environment in supporting and contributing to economic growth, and the role of environmental policy in achieving improved environmental outcomes in ways that are compatible with the long-term health and stability of the economy. It does not try to answer the question of what the sustainable level of economic growth   might be, but instead reviews the evidence and sets out an approach for securing environmentally sustainable economic growth for current and future generations.
